The Lagos State Law Reform Commission (LAWRECOM) and the Nigerian Institute of Advanced Legal Studies (NIALS) have strengthened their collaboration towards the implementation of a Comprehensive Audit of Lagos State Laws.
The meeting, held on 10 August 2026 at the Conference Room of the Lagos State Law Reform Commission, brought together representatives of both institutions to discuss the objectives, scope, methodology, deliverables, and implementation framework of the project.
Welcoming the NIALS delegation, the Executive Secretary of the Commission, Mrs. Oluyemisi Ogunlola, expressed the Commission's appreciation for the Institute's willingness to collaborate with LAWRECOM on the important assignment.
The Commission explained that the audit is intended to provide a systematic assessment of Lagos State's existing legal framework and identify obsolete or redundant laws and provisions, duplication, conflicts, overlapping institutional mandates, gaps, and challenges relating to implementation, enforcement, and compliance. The findings will provide an evidence-based foundation for subsequent law review and reform initiatives.
In its presentation, NIALS outlined its institutional mandate, experience, and technical capacity in legislative research, legal development, and law reform. The Institute described the engagement as an important opportunity for collaboration and expressed its commitment to delivering the assignment diligently and to a high professional standard. NIALS further emphasised that the project would be undertaken collaboratively, with both institutions contributing their respective expertise and institutional knowledge.
The parties clarified that the exercise is an audit and not a full review or redrafting of individual laws. Rather, it will establish the current status and relevance of the laws and identify those that may require retention, review, amendment, consolidation, repeal, or further assessment.
The audit will employ doctrinal and empirical research methods, including legal research, document review, interviews, questionnaires, and stakeholder consultations. A standardised audit template will also be developed to ensure consistency in assessing the laws.
Both institutions agreed on key next steps, including finalising the project documents, establishing the Management and Steering Committees, developing the law audit template, identifying relevant stakeholders, and commencing the technical audit work.
The meeting concluded with both institutions reaffirming their commitment to ensuring that the Comprehensive Law Audit provides a reliable and evidence-based foundation for the continued review and reform of the legal framework of Lagos State.
